Abbot warns of rates double trouble

Sunshine Coast mayor Bob Abbot will try to avoid a rates hike in the coming budget caused by the state government’s takeover of water – but warns we could be in for a double whammy next year.

The cost of bulk water will increase from $762 a megalitre to $884/ml in the 2009-10 financial year, and Mr Abbot said the council may have to increase its charges to recoup money lost as a result of the bulk water takeover.

“What we have to recognise is there was a return to council from bulk water which has to be replaced,” Mr Abbot said.

He said the former Maroochy and Caloundra councils used to make “fairly big dividends (from water) which was used to offset rates” and the changes could “blow it out”.

“We only received the figures (from the state government) this week which we have to factor in. We are trying to avoid any blowout on the general rate, that’s for certain.

“But either we have to adjust the rate cost or forego some services – it still has to be worked out.”

Former Caloundra mayor Don Aldous said his council made $9 million profit a year from the sale of water and this money was used to help keep the rates bill lower.

Mr Abbot said the Sunshine Coast would face nearly three times the cost of water in 10 years and “for this we get absolutely nothing”.

“There is no plan to put the Sunshine Coast in a position to get water back from Brisbane and we will have no excess water until Traveston Dam or a desalination plant is built – whichever happens,” he said.

“At the same time we have to pay an increase in the cost of water we’d already paid for.

“All the good planning and preparation of the three former Sunshine Coast councils is no longer available to the people of the Sunshine Coast.”

Hang on .... lets read that again ..“What we have to recognise is there was a return to council from bulk water which has to be replaced,” Mr Abbot said.

Analyse that.. its fair to interpet that statement as 'Ratepayers have been ripped off for years because they've been over charged for water, now we have to find a new way of ripping them off, because we cant do it through the water system!"

A suggestion to reduce the money grab problem - drop plans to provide each councillor with a car.

Have we considered that the cost of 13 cars ? At an average of say, 39 thousand each ( none of our councillors will be interested in something cheap and chirpy, when the ratepayer is footing the bill) - do the math, add on all the On - costs .. ( tyres, maintenance rego etc) and we quickly arrive at Half a million dollars spent, without any benefit to anyone but the councillor!
( and you can bet they wont go for a car that is more fuel efficient! - why should councillors sacrifice comfort and style just for some silly old notion of greenhouse gasses?_

Add to these costs, the lap top, the phone ( gee I wish I could get away with only paying 5 percent of my phone costs!! -- who's going to pay the rest?????

Oh yeah of course, how silly, the Ratepayer will pay for that!

now we're getting up to close on I'd guess about 800 thousand dollars ...

Imagine, how many rain water tanks 800 thousan dollars could subsidise!

That would be much less damaging on the environment than 12 brand new cars floating around the neighbourhood, would be using ratepayers money to the benefit of ratepayers.. and place the council in a better light than the current nest feathering exercise they seem to be going through.

there ya go bob! Ive just solved a problem for you!
No need to charge extra for water, just provide everyone with a rainwater tank!

If we want to have good representation we need to pay for it. Councillors are entitled to have their costs met for doing their job. They will be doing a lot of travel in their roles in the council and need a car. Company cars are the norm for employees that drive for their job. As far as they pay they are to receive you are not going to entice people from the private sector for a stipend, they need a decent wage.
I hope the councillors use the tools of their job to adequately represent us all.

Amazing how this blog has turned into "have a go at your local councillors" instead of addressing the real issue here!
I don't believe the vast majority of coast residents yet appreciate what will happen when the pipeline from Brisbane reaches the coast dams. They will soon! Not only will we have draconian restrictions imposed in short order but our costs are going to rise way above CPI.
All because our state politicians from the end of the 1980's failed to see (or refused to do so) the looming shortfall in water needs for Brisbane, not simply because of the drought but because of the high growth in South East Queensland population.
We have been very poorly served! I am already anticipating their excuses for the impact on the coast when it comes - the drought, helping our Brisbane neighbours, climate change and so on but not one "sorry, we were asleep and failed you!"

I thought that State MP’s have bigger Electorates & they only get an allowance towards running a car.

The Previous Council’s got away with a car allowance for councillors, but this one has shown its true colours early.

5% Rate rise is going to really hurt, the bottom end of the market, the middle class & those well off.

If your renting this 5% rate rise will obviously be passed on in your rent.

But weren’t all those Elected standing with hand on the heart talking about affordable housing.

Do we need 3 Civic Centres?
Do we need all these Council run Tourist information centres.

The problem with returning the majority of sitting councillors was they won’t make the hard decisions & cut the cloth.

Council services go well & truly beyond their core business & the sooner an entire review is done the better. Make the cuts early on in this term and lower the rates don’t raise them!

Here's another (totally selfish) perspective on water charges. Many of us in hinterland areas don't have town water supplies and hence don't pay for water at all unless we have to buy in a tanker load during dry periods.

If reduced income from water means that Councils need to increase Rates, I very much hope that these increases are not applied to the Rates of people who don't use the public water supplies at all.

Having said that, I think that if the State takes over a profit making business of the Councils, they must be pressured into paying adequate compensation to those Councils.

I don't know how we will go about pressuring the "Smartarse State" dictatorship, but we eventually have to find a way to stop them riding roughshod over the rights and wishes of everyone in QLD who does not happen to live in Brisbane.

I commented on this matter just yesterday - and it did not receive any response. Now that it is going to hit the hip-pocket the rage is at once there!
The problem is not with the Council but with the State Govt that has neglected the infrastructure requirements for years while pandering to the squeaky wheels in margin electorates.

It is the State Govt that has ripped off the Sunshine Coast by arbitrarily grabbing the water resources paid for by the residents of the Sunshine Coast. Congratulations to those who continue to vote for them - but you are not in a position to complain when they subsequently rip you off.

Just as they have done with roads, health (who remembers the bad old days when Qld Health services were recognised as the best in Australia - but then this Govt sold off the lottery that had helped to make it so!), education and the list goes on. When I see the whinges about no funding for roads, why am I not surprised that they are being neglected - we will no doubt get a double whammy there too with some additional "user pays" approach before anything is done.

The solution is there for anyone who wants to do something about it - it's called the ballot box!

On the subject of Councillors' remuneration and perks, I agree that this is not really the subject of this article. However, since it has become a feature of the Blog comments above I would like to make a comment. I believe that everyone was reasonably happy that the job of a Supercouncil Councillor justified the muted package of about $130,000/A.

However, we now seem to have added about $40-50,000 p/a to the package if the company cars are not salary sacrificed as they would normally be in a business today.

A fully maintained, basic company car is valued at around $20,000 per annum in a "package". The provision of a car will probably save several thousand per year per Councillor in Mileage claims, but will it save $20,000 ? We also have up to $15,000 per annum in training allowances. There's $35,000 already!

In the final analysis, if we paid the Councillors nothing at all we wouldn't even notice the savings in the Council's $1Billion dollar Budget. That is not where all our money goes, but there is a principle involved relative to what we were told before the elections and what is now happening...after the Elections.

There is also the principle that we are expecting our new Council to contain costs and Rates. However, the first thing which they actually did was agree on a significant increase in their own remuneration.

PS: Can anyone enlighten me with a list of training programs which cost $5000 per semester and don't involve full-time study.

Good points Atapro. I was just addressing the State Govt role in this scandal - but I fully support all your comments re the Council.

maybe we should institute a follow-up confirmation process for local elections so that after, say, 3 months when we see the true attitudes to this part-time job, then we could confirm them or give them their marching orders.

Sorry newsblog, can't agree with you.

In Tasmania, people protested on site to stop the Franklin Dam. Maybe we need to enlist the help of the hardened greenies to stop the construction of the pipeline and Traveston Dam because the Captain Bligh and her bilge rats won't listen?

Maybe our Councillors could also stand up and be counted at a site protest. Personally I would rather pay our Councillors to camp out at a site protest for a couple of weeks rather than carry on their day to day duties.

After all, it's our kids future that will benefit by stopping the 'Smartarse State' dictatorship today.

Maybe we could get Branson to fund some of the costs of an all out war against the State? Believe me, it will be a war because the State has untold resources to fight us.

Hiistory also tells me that the Sunshine Coast has a history of beating the State when it came to the toll roads.

A TV media campaign to Brisbane residents should be included to tell them the truth and options. March down George St to parliament house just like the Noosa people did recently etc etc.

Water is the State Government's mess. Council can't get rid of staff for three years because of the State Govt arrangements for amalgamation limiting reduction in Council expenditure plus adding possibility of future redundancy payments. But people have a right to be very angry over upcoming financial hardship when they see the excessive perks the Councillors gave themselves on top of the huge increases in their salaries from what they were earning.

We could play it for free at SouthBank in Brissie and all public venues on the Coast eg Civic Centres.

Anyway, I am probably just 'dreaming' - but I can live in hope.

Liberte, Egalite, Fraternite are all being trampled by this Government. It may in fact soon be time to call the forces of the Rebel Alliance together again. A State election looms large on the horizon. Heck, even the Liberals and Nationals are trying to get some unity in their ranks.

We could possibly write a localised version of La Marseillaise to sing at your Southbank rally. The Brisbane people should have no trouble learning the tune. The Lions use it as their club song don't they.

hmm no I dont htink my comments were "off subject" ( simply because it was me who started this thread! LOL but its good to see people thinking both inside - AND outside the sqare of my original thought ..
But my thrust is this .. we have again been promised government for and by the people. It appears that the only "people" here are the ones on wages well above their calling...and yet they're putting their hands up for the freebie car, telephone etc etc...

What Im getting at is, they knew what their pay packet was gong to be ( pretty much ) there was no mention of free cars and 5 per cent responsibility for phone calls( bet their kids cant wait to get their hands on their councillor- parent's phones! Woo Hooo what a field day!

Whether they're worthy of a car or not?? No I dont think so Jan, .. that WASNT included in the job offer. The voters knew nothing about it. Most jobs dont offer free cars ( and if they do they're part of the ADVERTISED remuneration package BEFORE they apply for the job... now what I mean??
And lets face it, the money they are on is already pretty damned good!!
as for getting monkeys when you pay peanuts?? hey, hang on, --- monkeys dont drive around in 30 odd thousand dollar cars paid for by their community....or do they?
